By making a charitable donation to the rule of law foundation III, Inc. (“ROLF”), the donor understands and agrees that except as otherwise provided herein, charitable donations are not refundable. A donor may only request a refund of a donation in the event of demonstrable fraud or donor reliance upon substantial misinformation as determined by the ROLF in its sole and final discretion.
All donations will be used in the sole and final discretion of ROLF in furtherance of its general charitable purpose, unless directed otherwise by the donor. All donor directions must be submitted in writing to ROLF at the time of the donation and must be in furtherance of the charitable purpose of ROLF and otherwise permissible under currently available guidance.
In accordance with applicable law, no individual or entity may offer, promise or otherwise provide any ROLF donor with any benefit, opportunity or other item having perceived value (whether or not provided through ROLF) in exchange for any ROLF donation. Similar to many other charity organizations, the Rule of Law Foundation is a non-profit corporation set up to comply with the Internal Revenue Service (IRS) Code §501 (c)(3). Since it is domiciled in New York State, it also exists under the supervision of the New York State Attorney General's office.
Rule of Law Foundation III, Inc., a 501(c)(3) charitable nonprofit organization, and any donations are considered tax deductible by the IRS to the extent that they exceed the fair market value of any goods and services received in return.
A donor's donation is unrestricted and may be used for any lawful purpose within the organization, unless donor specifically requests that it to be used for a specific (“restricted”) lawful purpose. In such case, the Board will review the request, and if it is not practical or possible, it may choose to: 1) Notify the donor that their donation restriction cannot work and must be unrestricted, and allow the donor to convert the donation to an unrestricted nature; or 2) Return, or not accept, the donation.

The Rule of Law Foundation does not provide individuals with financial rewards. However, there are several laws that provide whistleblowers with financial rewards when they submit information that helps the U.S. government recover funds from companies or individuals committing fraud. These laws include the False Claims Act, the IRS Whistleblower Reward Program, the Securities Whistleblower Reward Program, and the Commodity Exchange Act Whistleblower Rewards.
The Rule of Law Foundation will provide assistance to all whistleblowers in the investigation of the case and the reporting of the findings to the relevant government entities. The organization may also provide support in other ways, which may include, but are not limited to, the following: legal; forensic; accounting; personal and family members safety; cooperation with the relevant government entities; applications of political asylum; reimbursement of relevant expenses in relation to the whistleblowing; and applying to receive rewards from the government under the False Claims Act, the IRS Whistleblower Reward Program, the Securities Whistleblower Reward Program, and the Commodity Exchange Act Whistleblower Rewards.
The Rule of Law Foundation uses donations strictly in accordance with laws and regulations of the IRS and New York State. Donations are used in many ways to further the vision and mission of the organization, which include, but are not limited to, the following: - legal fees - expenses in relation to applications of political asylum - forensic accounting fees - investigation fees - education, conferences and seminars to promote the Rule of Law in China - media expenses - security expenses to protect the relevant whistleblowers and victims - administrative and operational expenses; and - disbursements directly related to the purpose of the Rule of Law Foundation.
There are no minimum or maximum donation amounts.
Rule of Law Foundation keeps all donor information strictly confidential. It will only disclose information as required by law.
Similar to other charitable organizations, the Rule of Law Foundation may make investments to preserve, expand and strengthen the organization’s financial position. All investments must be approved by the Board of Directors. Profits on investments are used by the organization to further the vision and mission of the Rule of Law Foundation. Donors have no right to share any such profits.
